Important Announcement by the Organizing Committee of the ILA 2020 Conference in Kyoto
(22 May 2020)

The Plenary of the 79th Kyoto Biennial Conference is rescheduled to 13 December 2020, the centenary of the Japan Branch.

Several open sessions, reserved for Committees completing their mandates and finalizing draft resolutions, will take place a few weeks prior to the Plenary. All the sessions including Plenary will be held solely online-based.

More information will be announced once the details are fixed.

Important Announcement by the Organizing Committee of the ILA 2020 Conference in Kyoto

Further to our statement of March 2020, the ILA and the Japan Branch have continued to monitor developments in relation to the escalation of COVID-19, in particular, the advice given by the World Health Organization and other public bodies, as well as limitations on travel currently imposed.

It is with heavy hearts that the Japan Branch has as the organizer of the ILA 79th Biennial Conference in Kyoto now made the difficult decision that it cannot take place this August as planned. This is a decision that has not been taken lightly but current realities make it necessary and the health and safety of ILA members, conference participants and the venue staff are of the utmost importance.

With the full support of the ILA, the Kyoto Biennial will accordingly not take place in August 2020 as scheduled. The Japan Branch is instead working towards postponement to a later date, with a cancellation as a fall-back option if that should prove impracticable. Registration fees already paid will be repaid in any event.

Due to the pandemic caused by the COVID-19, there is a growing concern about the practicability of holding the ILA2020 Conference as scheduled. The Organizing Committee, the ILA Japan Branch and the ILA HQ are closely in contact and carefully monitoring the development of the situation to be able to make a final decision at the latest 10 May 2020 with a top priority on the readiness and safety of participants from all over the world.

Under such extraordinary circumstances, the Organizing Committee has decided to suspend the registration system until further notice. The measure will not preempt any decision regarding the arrangements for the Conference.

For those of you who have already registered and/or ordered optional programs, you will not be able to access your registration data to cancel and/or change it, including your accommodation and optional program requests during the system suspension. Please be assured that after the final decision but before the no-refund deadline of 20 May the Organizing Committee will address your individual requests according to the cancellation and reimbursement policies.

The International Law Association (ILA) and the Japan Branch which is organizing the 79th Biennial Conference due to be held in Kyoto, Japan from 23 - 27 August 2020 are both monitoring international developments relating to Covid-19 closely, taking into account, in particular, the regular updates and advice given by the World Health Organization and other public bodies, as well as limitations on travel currently imposed or likely to arise from the present situation. The Organizing Committee of the Kyoto Conference can confirm in this light that there are no immediate plans to change the arrangements for the event, but that they and the ILA are very aware of the evolving situation and are ready to respond accordingly.
